What the Green Pass Is
The Port Authority Green Discount Plan, branded PA GREEN and usually called the Green Pass, is a low-emission vehicle toll plan run through E-ZPass New York. Enrolled vehicles pay a discounted off-peak rate at the six Port Authority Hudson River crossings, including the George Washington Bridge. For a passenger car that means $11.29 off-peak instead of the standard $14.79, a saving of $3.50 per crossing. Peak crossings are billed at the normal $16.79 car rate, so the discount only helps drivers who cross outside peak hours.
Who Qualifies
The plan is open to Class 1 vehicles that are Plug-In Electric or Plug-In Hybrid Electric Vehicles listed on the NYSERDA Drive Clean Rebate Eligible Models webpage, held on a private E-ZPass New York account. A conventional hybrid that cannot be plugged in does not qualify. Vehicles that enrolled before 1 February 2022 are grandfathered under the older, broader eligibility rules, so an earlier enrollee keeps the discount even if the vehicle would not meet today's plug-in requirement.
How to Enroll
Apply through E-ZPass New York with a private NY E-ZPass account and a qualifying plug-in vehicle. You must run the discount on a properly mounted E-ZPass Green Tag, and the rate applies only to the enrolled vehicle displaying that tag. It does not extend to other cars on the same account. There is no separate carpool option: the Green Pass rewards the vehicle's emissions class, not how many people are in it.
Annual Savings for an EV Commuter
The value of the Green Pass depends entirely on how often you cross off-peak. The GWB toll is charged one way only, eastbound into New York, so a five-day commuter is tolled about 5 times a week, roughly 260 crossings a year, and the westbound return is free. If all of those crossings fall off-peak, the Green Pass saves about $910 a year versus standard off-peak E-ZPass at $3.50 per crossing. An EV owner whose schedule forces peak crossings (weekday mornings and evenings) sees no benefit on those trips, because the Green Pass never discounts the peak rate. If your commute is fixed in peak hours, the plan saves nothing; if you can shift trips to off-peak, it compounds quickly.
Note that PANYNJ has approved a four-year phase-out of the off-peak E-ZPass discount beginning January 2027, with the standard off-peak rate rising 50 cents a year until it equals the peak rate by 2030. The Old Carpool Discount Is Gone
Drivers sometimes look for a GWB carpool or high-occupancy toll discount. It no longer exists. PANYNJ's occupancy-based carpool rate ended when the crossings went fully cashless, because there are no toll-booth attendants left to count occupants. The Green Pass is the only remaining discretionary discount at the GWB for standard drivers, and it is keyed to the vehicle, not the number of passengers.
